Small Business Administration as Minority Business Advocate of the Year for 1983 from New York State. For the last 9 years Rabbi Kestenbaum has devoted his considerable energy to expand business and job opportunities in the Chassidic community in the New York metropolitan area. ODA is based in Williamsburg. a neighborhood in Brooklyn. with a set of unique characteristics and problems. Most of them are refugees from Eastern and Central Europe who survived the Holocaust. They came to the United States to rebuild their shattered communities and to maintain their way of life. The Chassidics are ultraOrthodox Jews who adhere strictly to Jewish law.
