Congress can do two things that deserve special consideration. namely. propose constitutional amendments and limit Supreme Court appellate jurisdiction. No one would dispute that the adoption of a constitutional amendment can be used to change an interpretation of the Constitution by the Supreme Court. This use of the amendment process has played a part in the adoption of the 11thprohibiting lawsuits against a State by noncitizens of that State14thguaranteeing citizenship and rights to due process16thauthorizing the income taxand the 26thlowering the voting age nationwide to 18. But because the framers wanted a strong and stable Federal Government. they purposely made the Constitution difficult to amend. Naturally the charter for a longstanding union of sovereign States should not be subject to quick and easy change.
