Both collectively and individually. Soviet Jews face difficult and. at times. seemingly insurmountable obstacles. Decreased emigration privileges and increased repression threaten their culture today more than at any time in recent years. Exit visas for Soviet Jews have declined by several thousand percent in the past 5 years. This is a tragedy. not only for the Jews directly involved. but for their relatives abroad and for all of us who share in their frustration. Mr. Speaker. I wish to use this occasion to focus attention on an emigration problem that deserves the support of all of my colleagues. A few weeks ago. I was approached by one of my constituents.
