Mr. Speaker. today is the seventh anniversary of the arrest of Anatoly Shcharansky. a brave advocate. who for many years worked energetically on behalf of human rights for all Soviet citizens. but especially for the right to emigrate for Soviet Jewry. The Soviet Union is a signatory to the Universal Declaration of Human Rights and the Final Act of the Helsinki accords. which guarantee expeditious handling of requests to emigrate. But the Soviets have not acted in accordance with international law in the case of Anatoly Shcharansky or of Victor Popovsky. Let me tell you about Mr. Popovsky and his family.
