This legacy has helped them in their battle to secure permission to leave the U.S.S.R. under the provisions of the Helsinki Final Act. and has also been a factor in the recent revival of an official Soviet campaign of antiSemitism. One of the greatest frustrations for Soviet Jews who wish to leave the U.S.S.R. is their inability to make their case known. to reach to the outside world for help in their struggle against Soviet bureaucracy. For those people who take the drastic step of petitioning the Soviet Government for permission to emigrate. life becomes a series of uncertainties and discouragements. Even in 1979. when 51.000 people were given permission to leave. most of those who filed were either rejected or received no answer to their petition. Refuseniks then risk the loss of their jobs and even their apartments. which leaves them open to arrest under the charge of parasitism.
