I think it is interesting that the gentleman points out that Mr. Shcharansky was nothing more than a civilian computer operator and not involved in any political activity. What happened was that in 1975. when we signed the Helsinki accords. there were provisions for emigration of Soviet Jews. What happened was that there was a reign of terror by the KGB that was literally stepped up against Soviet Jews and in 1976 Soviet Jews. a handful of them. formed what was called the Helsinki Watch Group. It was a group that was designed to try to make sure that the Soviet Union lived by the Helsinki accords.
