Speaker. I would like to discuss for a minute some of the things that we here in the Congress are doing to try to help in the situation. I went to the Soviet Union in 1982 to help refuseniks and saw 45 families at that time. and I suffered some of the harassment that the KGB has to offer. but. of course. nothing compared to that suffered every day by people who desire to emigrate and apply for exit visas from the Soviet Union. I came back with the commitment that what we had to do in the Congress was to work together on a coordinated basis to try to make certain that individuals suffering the indignities and harassments that I saw would know that they had here in the Congress. and indeed throughout this country. men and women who are committed to their release from the land of their oppression and who are working on a daytoday basis tirelessly for that release and who would work together with one another to make certain that no individual falls through the cracks and is forgotten and not allowed to receive an input of hope that somehow. sometime they might go forth from the Soviet Union either to the United States or to Israel. or to any place they might choose and seek freedom. We have since that time gained 187 members in the Human Rights Caucus.
