Speaker. I must point out the horror of this latest Soviet action. In order for any citizen of the Soviet Union to file a request for emigration. the citizen must receive an invitation from the country to which he or she wishes to immigrate. The process for emigration from the Soviet Union is difficult enough. but now with the KGB mail interruption it may not be possible for any Soviet citizen to even qualify for the process of emigration. let alone be allowed to leave the country. By stopping the flow of mail to the Soviet Union from the United States. and from other nations. the KGB is in fact trying to cut off the Soviet population from any contact with the free world. This catch22 situation is not only inhumane. it is exceedingly dangerous for Soviet Jews.
