It is with a sense of outrage that I am planning to write Secretary Chernenko and others within in the Soviet leadership regarding the problems faced by Soviet Jews in their country. Specifically. I am petitioning the Kremlin to ease the emigration procedure for Mr. Mikhail Tsivin. and others like him so that religious minorities of all persuasions can either practice their faiths freely. or part with the Soviet nation to go to an area where religious liberty does exist. The letter reads as follows: DEAR SECRETARY CHERNENHO: Officials in the Soviet Union have justified the drastic reductions in emigration of Soviet Jews over the past 5 years by claiming that all such people who had wished to leave the U.S.S.R.
