His mother and grandmother applied in December of 1980. Their first application was pending for over a year before being refused as having insufficient reason to emigrate. Subsequent requests have been continually denied. I wrote to Secretary Andropov in November of last year requesting more information pertaining to Tatyana Ulanovskys case. however. I have yet to receive a reply. It is my fervent hope that the new Soviet leadership will bring a renewed commitment to their 1975 promise to deal with requests for family reunification in a "positive and humanitarian spirit."*
