And if we bring it on the floor. as has been pointed out. and it does not pass and it goes down to defeat. then so be it. That is how our Constitution works. But let us at least get it out here. let us at least not have the people say that this is a donothing Congress. that we cannot deal with immigration. that we cannot deal with anticrime legislation. that we cannot deal with bankruptcy. that we cannot deal with any of the myriad problems that we have. we cannot deal with school prayer or lineitem veto or balanced budget. Let us get these issues out. That is what they sent us here for.
