President. I would like to submit the following letter that I wrote to Konstantin U. Chernenko and earlier to Yuri Andropov on behalf of Yuli Kosharovsky and his family. who have been denied permission to emigrate to Israel since 1971. The Kosharovskys. like so many other Jews in the Soviet Union. have attempted to emigrate many times but have continually been denied the opportunity. Mr. Kosharovsky was once a prominent radio electronics engineer and Hebrew teacher. Since Mr. Kosharovsky expressed his desire to emigrate in 1971. he has only been able to work at odd jobs in order to support his family. I ask my colleagues to join with me in encouraging the Soviet Government to honor its commitments to the Helsinki accords and to basic human rights by securing the release of Yuli Kosharovsky and favorably considering his application for an exit visa to Israel. The letter follows:
