There are many indications that their situation is now at a low point. the almost complete cessation of emigration. and the officially sponsored antiSemitic campaign are but two examples. Behind these general trends lie a multitude of individual stories. stories which must be told if we are to understand what the repression of this community entails. Tzalo and Khaya Lipchin have been waiting for more than 5 years now for permission to come to America. Their son. Leonid. is a constituent of mine. Leonid undertook a 16day hunger strike in 1978. in order to get an exit visa. This heroic gesture is a striking sign of the oppression Jews suffer in the Soviet Union. I am sorry to say.
