Today. we consider H.R. 4656. a bill that serves only as a reminder to the Congress that it must do what it has already charged itself with doing. considering the issue of human rights certification in El Salvador prior to the end of the current fiscal year. That makes consideration of this bill unnecessary and a waste of taxpayers money. But. more importantly. consideration of this resolution represents a squandering of valuable time when the Congress should be dealing with legislation demanded by our people. Im talking about consideration of meaningful and needed legislation like the line item veto. the balanced budget amendment. bankruptcy law reform. immigration reform. or any of a number of other important legislative matters. With that in mind. I ask two things from my colleagues here today.
