To say the least. concerted action needs to be taken to reduce duplication and redundancy. to protect the privacy of persons who are subjects of these files. to develop sanctions for unauthorized use of disclosure of the information contained in them. and to provide for coordination of interested Federal. State. and local agencies and authorities who have legitimate uses for this information. The problem lies in the inability to establish positive identification in the current system. Agencies such as the Social Security Administration. the Internal Revenue Service. the Immigration and Naturalization Service and the State Department as well as State and local agencies need to develop better programs to uncover fraud. The Subcommittee on Investigations listed in its report several projects in which agencies cooperated and were successful in tracking down fraud schemes. However. these projects were limited in scope.
