It was through his effective leadership that Congress enacted the War Powers Act. and the Taiwan Relations Act which enabled the United States to maintain diplomatic relations with Taiwan and the Peoples Republic of China. As one of the most respected Members of the House of Representatives. CLEM was evenhanded and wellliked by his colleagues. and was one of the most knowledgeable and effective legislators in Congress. The son of Polish immigrants. CLEM ably represented his constituents with distinction. He was a softspoken man. known for his fairness. honesty. and integrity. and for his great sense of humor.
