President. the U.S. Government over the years has made known to the Ethiopian authorities its concerns about the plight of the Jews and other groups in that country. The United States has also provided emergency food assistance to Ethiopia and other droughtstricken African nations. I would hope that our Government. through dialog with Ethiopias rulers. will press for better treatment of the Jewish community and for acceptance of the right of Ethiopian Jews to emigratea right guaranteed to all people by the U.N. Declaration on Human Rights. Exchanges of highlevel delegations with Ethiopia would help reinforce and expand this dialog.
