The legislation would require that the President investigate and report to Congress the living and security conditions of displaced persons in El Salvador. including the availability of humanitarian assistance. The administrations investigation will also include such conditions in Mexico and other countries offering refuge to Salvadorans. The Presidents report should pay particular attention to the fate and welfare of those aliens deported to El Salvador from the United States. Subsequently to receipt of the report from the President. the Senate and House Judiciary Committees shall conduct hearings to determine appropriate steps to be taken by the U.S. Government to provide assurances of personal safety and equitable distribution of assistance to Salvadorans who are displaced in El Salvador or who have fled to countries in Central America. Mexico. or the United States. During the period of the administrations investigation and Congress hearings. the bill would require the Attorney General to suspend deportation of Salvadoran nationals from the United States. The suspension of deportation would continue until the Congress and President had taken steps to alter or rescind the suspension or for a time period of 3 years. whichever comes first. The United States has a responsibility to these distressed people to do all we can to protect them and provide them with at least the minimum living conditions necessary for survival. Mr.
