The resolution was reported favorably by a unanimous vote of the Subcommittee on Human Rights and International Organizations which I have the honor to chair. Our action followed a joint hearing by the Subcommittee and the Commission on Security and Cooperation in Europe during which we heard deeply disturbing testimony about the worsening situation confronting Jews in the Soviet Union. Not only has the Andropov regime. virtually brought an end to emigration of Jews. it has embarked on the most virulent antisemitic campaign since the worst days of the Stalin era. Indeed the rhetoric of the Soviets all too closely resembles the words of Nazi leaders in the 1930s. Mr.
