Representative AuCOIN and I introduced House Concurrent Resolution 63 to send a message to the Soviet Union that the U.S. Congress stands firmly on the side of human rights. Our resolution seeks to advance the cause of Soviet Jewry by calling upon the Soviet Union to comply with the Helsinki accords and follows a fair and conscientious emigration policy. We hope to see this entire body join as one of this resolution in order to make an impression on the Soviet Union which is as profound and unswerving as possible. We must let the Soviets know that we see through their socalled public committee against Zionism. through their vile propaganda. through their attempts to cut off communication between Soviet Jews and their Western supporters. We see the persecution and virulent antiSemitism which are at the heart of their Jewish emigration policy. and we are appalled. The plight of the Soviet Jews is intolerable and is growing worse. Now is no time for us to back down our efforts against Soviet oppression to remind both the Soviet Union and Soviet Jews that we will not give up on seeking their compliance with international agreements on human rights. including a free emigration policy. The oppressed implore our action. and the oppressors must heed it.*
