Speaker. I rise in strong support of House Concurrent Resolution 63. a resolution expressing the sense of Congress that the Soviet Union comply with internationally recognized human rights. As the resolution notes. the Soviet Union has virtually closed its borders to Jewish emigration. These "refuseniks" are not only prevented from leaving the U.S.S.R. they are subject to increased harassment and social isolation. they are denied the right to cultural expression and are subject to arbitrary arrest. imprisonment. and internal exile. Many in the House are actively involved in efforts to secure the emigration of these Soviet Jews. This past summer. joining many of my colleagues. I was privileged to participate in the congressional fast and prayer for Soviet Jewry. I have written countless letters to Soviet officials asking for humane treatment of these refuseniks and requesting that they be allowed to emigrate. In coordination with many House Members. I have also included statements in the RECORD highlighting the plight of Soviet Jews and asking for international action on this problem.
