Speaker. last evening during a television program I was asked what type of grade I would give the 1st session of the 98th Congress. I responded that the grade would not be very high and the reason that the grade would not be high is because we have just recently decided to take 60 days off. facing vacation rather than facing some of the difficult and controversial issues of the day. Immigration reform is an issue that has been with us for approximately 5 years. We simply do not have control of our borders and we are ducking that. Criminal code reform is an issue that the Congress has been working on for over 10 years.
