The Soviets seem unwilling to change their policy on Soviet Jews. Instead. they continue to lie and deceive the world about their "Jewish policy." The Soviet Government makes the incredible assertion that the "vast majority" of Jews who wish to leave the Soviet Union have already received permission to depart. In fact. the Union of Councils for Soviet Jews reports that of the 750.000 Jews who have applied for exit visas to Israel. only 260.000 have actually emigrated. The tiny stream of emigration in the 1970s has been reduced to a mere trickle in the 1980sfrom a peak of 51.000 Jewish emigrees in 1979 to barely over 1.100 so far in 1983.
