Mr. Speaker. I rise today in support of H.R. 3729 which reauthorizes the domestic resettlement programs of the Refugee Act of 1980 for fiscal years 1984 and 1985. I cosponsored the original legislation in this area. The bill authorizes $50 million for assistance to areas with large numbers of refugees. The bill would also entitle States to receive reimbursement from the Federal Government for costs associated with imprisoning Cuban refugees of the Mariel boatlift of 1980. Floridas prison system has been burdened by the imprisonment of these refugees. and I believe it is important that the Federal Government provide relief to Florida taxpayers and to the Florida prison system for costs that are a result of Federal immigration policy. I urge my colleagues to support this vital legislation.*
