If the gentleman will yield farther. I might say that it seem to me that while the gentleman from Kentucky is correct. that most often refugees come in with greater needs than immigrants. that we experience in both programs the same kinds of problems of putting people into our society without an adequate understanding of all of the background of Government. economy. history. and language that we really need to have people well integrated into our society. I would hope that we could ultimately broaden the authority here to provide the same kinds of projects on a demonstration basis for both refugees and immigrants.
