My problem stems a little bit from the speech we just heard a little while ago about all of the good things that we were doing for education in this particular amendment. Then when I come down and begin reading the amount I find out that $30 million. almost onethird of the entire amount is going to a program that is totally unauthorized. which does not have national application. As a matter of fact. most of the money of which will be directed toward one State. perhaps two States. and we have a situation where just the other day money had to be withdrawn from a program that was going to implement more border guards to try to solve the problem of illegal aliens. That amount was $30 million in and of itself. Now we are putting in $30 million to educate.
