Mr. Speaker. while the recent decision not to bring the SimpsonMazzoli immigration bill to the floor aroused a storm of criticism. there are some who maintain the bill deserved to die. The following article takes the position that immigration reform cannot be accomplished solely by changes in domestic policy. We must also take into account the international flow of capital and the impact this has on the movement of labor across our borders. The article also outlines the flaws in the bill which prevented members such as myself from lending it our support. I urge my colleagues to take a moment to consider the arguments raised in this article by Peter Schey. director of the National Center for Immigrants Rights.
