For years. the Committee on the Judiciary has been calling the attention of the Congress to the continual deterioration of enforcement and service capabilities of the INS. Year after year. we have tried to convince all parties concerned that the needs are actual and urgent. How long will our country wait for effective control over our border and personnel to carry out the mission of the Service? Through my many years of experience with immigration matters on the Select Committee and on the Immigration Subcommittee. I can say our immigration system today is completely overwhelmed. The situation can only improve by giving INS the resources it needs to do its job. We cannot wait for a supplemental.
