I think that if we had this $1 billion. whether the President signs it or not. and I am not sure he is going to sign it. it will make it very difficult to then go out to the American people and try to tell them that we believe we are serious about cutting the deficit. So as one Member. I am saying these are awful tough programs for me to argue against: higher education. elementary and secondary education. adult education. education of immigrant children. But I would point out to my colleagues that the fiscal year 1984 appropriations bill that Mr. NATCHER brought us. all had increases over the fiscal year 1983 bill for most of the programs contained therein.
