Mr. Speaker. the situation of Jews in the Soviet Union. which was never good. had been deteriorating rapidly. As the Members of this body know. emigration is at a low ebb and the Soviet authorities have embarked on a new antiSemitic propaganda campaign. We in Congress must do everything we can to express our outrage at Soviet abuse of human rights. and whenever possible we should extend the hand of solidarity to those Soviet citizens who attempt to exercise those rights and live their lives in dignity. Vladimir Lifshitz. with his wife Anna has sought to join his cousin Lisa Shukel. who lives in my district. He was first denied permission to emigrate in December of 1981. his most recent refusal came this past January. Vladimir has announced that. starting today. he would go on a hunger strike in a desperate attempt to obtain permission to emigrate. His wife Anna is expected to join him in a week. Mr.
