I pointed out the frustrations and anger that the citizens of Georgia had expressed to me about the abuse and misuse of the social security system. This very injustice is one which they continue to call to my attention. The citizens of this Nation should not be penalized because of inconsistent and unjust laws which. on the one hand. prohibit illegal aliens from working in the United States and. on the other. allow them to receive social security benefits on the basis of that work. The inconsistencies and contradictions in those laws should be resolved. I believe this legislation will contribute toward that resolutionand do so in the manner most fair to the citizens of this Nation.
