Mr. Speaker. yesterdays brutal massacre of 161 U.S. marines in Beirut is an incomprehensible act of aggression and the time is overdue to withdraw all American forces from Lebanon. In August 1982. 800 U.S. marines were sent to Lebanon on a peacekeeping mission to assist in the evacuation of 1.000 Palestinian guerrilla troops. At that time. our President said the troops were there for a limited time and there was no intention that they become involved in any hostilities. After the massacre of two Palestinian refugee camps. President Reagan indicated that U.S. Marines would continue in Lebanon until all Israeli.
