Mr. Speaker. yesterday I introduced a resolution. House Resolution 338. providing for the consideration of H.R. 1510. the Immigration Reform and Control Act. It is my understanding that the gentleman from California intends to file a discharge petition to bring this rule and the immigration bill to the floor of the House. It is a shameful day in the history of this House when such an important piece of legislation is blocked for consideration. This House resolution that I introduced provides the framework for a discharge petition which can be signed 7 days from yesterday. I think it is so important that the immigration matter be considered. Our borders are absolutely overrun with illegal immigrants coming across into this country. I think it is time that the Nation considers this matter. I think it is time that the Speaker of the House of Representatives relents in his decision not to schedule the matter. and I think it is time that the Committee on Rules takes action.
