The NAACP has long been in favor of employer sanctions. We not only believe. Mr. Chairman. we know that undocumented workers do have a disparate impact on unskilled. unemployed and marginally employed blacks. Mr. Speaker. in crafting the employer sanctions provisions of the SimpsonMazzoli bill. we have attempted to build safeguards into the law in order to reduce any risk of their discriminatory application. The bill requires the Civil Rights Commission to monitor implementation of the sanctions. and to submit their findings to the Congress. Also. the Attorney General will be required to join with the Secretary of Labor and the Chairman of the Equal Employment Commission to establish a task force to monitor and review allegations of discrimination.
