There are few who have had a more distinguished career of public service and I can think of no one who was more deeply respected by his colleagues in Congress. His dedication to so many causes and his unbounding energy will be missed by both liberals and conservatives. Senator JACKSON was at the forefront in the struggle for Soviet emigration. I will never forget the leadership he showed in passing the 1974 JacksonVanik amendment linking U.S. Government loans and credits to Soviet emigration performance. Scoop was an expert on national defense issues. a staunch antiCommunist. and an outspoken ally of Israel. He was also known as the "principal architect" of our Nations energy program.
