We should resist the temptation to isolate the Soviet Union. for in so doing. we will also be isolating those people most in need of our continued commitment. Soviet Jews. They will become the inadvertent victims of our anger. We must show determination and patience in our struggle to improve Soviet emigration and human rights policies. Our initial revulsion at this criminal act must be tempered with the knowledge that if the present. rigid Soviet policy on Jewish emigration is to change. our response must be measured. We should reject bombast. as it will only reinforce those elements in the Soviet Union who wish to make Soviet Jews hostages to U.S. foreign policy.
