Mr. Speaker. conditions for Jews in the Soviet Union have taken a turn for the worse. Emigration has slowed to a trickle. A new antiZionist. which is to say antiSemitic. campaign has been launched. Those of us in Congress who handle individual human rights cases increasingly find ourselves up against the brick wall of official Soviet intransigence: the Helsinki accords are flagrantly violated.
