There are no seminaries to train rabbis. The doors to higher educational institutions are closing to an increasing number of qualified Jewish applicants as a result of discriminatory entrance examinations. And then there is the area of emigration. One of the most graphic expressions of Soviet mistreatment of Jews and denial of their human rights can be seen in the decline of the emigration rate from the U.S.S.R. By now the statistics are all too familiar: During the last 12 years 249.235 Soviet Jews were allowed to emigrate. The peak year was 1979 when 51.320 Jews were allowed to leave. However. by 1981 the number had fallen to 9.447. and by 1982 to 2.688.
