United StatesSoviet relations have rapidly deteriorated. Numerous measures have been introduced in this Congress to place severe restrictions on the Soviet Union for this senseless attack. and I support several of these bills. However. I am very concerned that United States reactions to this incident will further threaten the number of Soviet Jews allowed to emigrate. Soviet Jewry must remain a top priority in American policy toward the Soviet Union. The United States must continue to discuss the issue of Soviet Jewry at international forums and work to secure freedom for Soviet Jews in our bilateral security negotiations with the Soviet Union.
