We want today the Soviet Government to know that this coverup tactic continues to fail. even as they begin an even more vitriolic antiSemitic propaganda campaign. In fact. I believe the incident with KAL 007 only reinforces the worlds disbelief in the Soviet claim that there is no immigration problem because they have supposedly granted visas to everyone who wants to emigrate. One consequence of worsening relations is that tens of thousands of Soviet Jews and other minorities who are trapped in the Soviet Union may now have less hope for their freedom in the immediate future. Though I am less optimistic today than before August 31. we must remain hopeful. In this spirit. I hope that our special order today will send word to both the Soviet Government and the refuseniks that we in Congress have not forgotten them.
