She was selflessly devoted to good government. to this great institution. and to a search for the truth in the many dramatic and volatile issues that have always conferonted the Committee on the Judiiary. Bess set an example of professional excellence for all of her staff to follow and which the staff of the Judiciary Committee still strives to emulate. Bess was in the forefront of all the great legislative battles of the fifties and sixties. Those were the years of the great civil rights bills. immigration reform. judicial reform. Bess participated in the great antitrust investigations of those decades. the AT&T consent decree investigation. the Newspaper Preservation Act investigation. Bess was also involved in the passage of at least four constitutional amendments.
