Mr. Speaker. the ongoing debate over the pending immigration bill. H.R. 1510. has brought a large volume of mail into my office from constituents and others who are concerned about the likely consequences of enacting this legislation. Many of these expressions of concern come from members of the Hispanic community. whose comments I give particular weight in light of the fact that it is this segment of the population that would be affected the most. While the appeal of granting legal status to the 3 to 6 milion illegal aliens estimated to be living in the United States is a strong argument in favor of passing H.R. 1510. the prospect of widespread discrimination. as described by those who would be its victims. turns this argument around. Even the protections offered by the House Education and Labor Committees amendments. which I support. can only deal with that problem after the fact. Another concern of mine relates to provisions in H.R. 1510 that will make it easier for agricultural employers to hire foreign guest workers instead of domestic workers.
