In the case of such equipment. which is clearly designed to carry out humanitarian missions. it seems to me that the Eximbank should not have to go through an elaborate exercise in deciding whether civilians will be the chief beneficiary of any intended sale. My assumption is that the Congress had in mind keeping the Bank out of the weapons business. and that humanitarian equipment never was intended to be off limits. regardless of the user. Second. we in the Congress have been increasingly concerned with problems which result from the inability or unwillingness of countries to adequately patrol their own borders to accomplish such objectives as reducing the smuggling of drugs and illegal aliens. preventing ocean or airborne pollution. safeguarding natural resources. and providing lifesaving services to international shipping. The United States has increasingly provided foreign assistance and other concessional funding to help countries undertake such objectivess. I would hope that. in the case of small scale aircraft and marine vessels. when our Embassy can give reasonable assurances that such equipment will be helpful in allowing a country to improve its performance with respect to activities encouraged by the United States. the Eximbank would determine that such equipment could be financed.
