In addition to the amounts contained in this bill. the subcommittee deferred consideration of $2.299.107.000 of budget estimates for 1984 because authorizations have not been enacted. New budget authority provided in 1983 for these deferred items totals $2.574.502.000. The budget requests not considered by our committee due to the fact that there are no authorizations are set forth on page 5 of the report. They include refugee assistance. rehabilitation. impact aid. health planning. research training. and ACTION programs. In addition to the amounts included in the bill. very large sums are automatically appropriated each year for Labor. Health and Human Services. and Education programs without consideration by the Congress during the annual appropriations process.
