Obviously. it is to our benefit to make sure that all these foreign visitors are accommodated and made to feel welcome. Unfortunately. it is all too likely that many of these travelers will begin their visits with an unpleasant encounter at one of our international airports. I am referring to the fact that the Customs Service and the Immigration and Naturalization Service are not prepared to handle the large increase in foreign arrivals which will be experienced next year. If only certain ports were affected the problem would not be so severe. However. foreign visitors will be arriving at various spots all over the country. and we simply do not have adequate Customs and INS personnel at all locations to deal with this influx.
