Out of that Florida paid $150 million. Obviously. 15 percent of a $1 billion tab is a tremendous burden on Floridiansa burden that. ironically. they were powerless to prevent. Foreign policy and immigration policy fall under the jurisdiction of the Federal Government. Hence. State and local governments could not say no to the influx of undocumented aliens. However. they must say yes to the cost of paying for the food. housing. and education of these aliens. For example. 1 out of every 12 children in a Dade County school is now a refugee or a Cuban or Haitian entrant. Florida State and local governments have paid for 75 percent of the cost of educating these children. The issue is not merely money. though. Consider the harassment and shock caused by the massive injection of undocumented aliens to these Florida communities. Another tremendous price that Floridians payin money and in psychic damageis in the area of criminal justice. Normally the crime rate increases in proportion to increases in population.
