Under this legislation. young people who demonstrate unusual bravery are awarded medals by the President. My friend. Frank Chelf. was very much concerned about the immigration laws in this country and he soon became one of the leading authorities on his Committee on the Judiciary on this subject. He was a selfmade man and he was one of the Members of the House who enjoyed participating in debate on important legislation. His life exemplifies those virtues that make a great Congressman and those were fairness. generosity. willingness to listen. and unyielding devotion to the principles of his party and to all matters which were for the best interests of our country.
