While I recognize the importance of preserving and improving our relations with the Peoples Republic of China. I am deeply concerned that the United States not succumb to political pres. sure by compromising one of its most cherished practices. that of granting sanctuary to the deserving. Whether Miss Hu is deserving is a question to be answered by the Immigration and Naturalization Service in consultation with the Department of State. The resolution that Senator MOYNIHAN and I offer today will not inerfere with that decisionmaking process. but it will emphasize that it should be made free of outside pressures. Miss Hu should be granted the same concern that was given Martina Navratilova.
