Session #97 · 1981–83

Speech #970225638

I agree that a specific examination of the proposals can wait. Mr. President. it is critical. however. to keep in mind that the fact that we are not considering the specifics of the contingency plan proposal today in no way means that the executive branch is without power to respond to an immigration crisis. It has been my belief that the executive branch has the authority under existing law to draw up a contingency plan and to implement that plan in an immigration emergency. The amendment which I had planned to offer simply defined in more detail the way in which these powers can be exercised. But the fact that we are not acting today in no way effects the existence of those powers. The administration concurs with me in my belief that it has the authority to develop a contingency plan to deal with immigration emergencies.
