Session #97 · 1981–83

Speech #970225638

Had some sort of plan been in place. the United States could have determined what persons would be allowed to enter. Because we had no plan. Castro was able to control the situation. And the end result. instead of an embarrassment for Castro. was an opportunity for the Cuban Government to empty its jails and mental institutions. and to force the United States to accept the dregs of his society as the price for allowing legitimate refugees to file from his oppressive regime. Had a contingency plan been in place. I do not believe that Castro would have even tried to do what he did.
